Chișinău Pulse: From City Monitoring to a Development Management System
Today, the Chișinău Pulse demonstration platform gained several new capabilities that significantly expand its original role. Until now, the main focus was on monitoring the state of the city and comparing actual indicators with development targets through 2050. The platform is now beginning to cover the entire urban development cycle: from observation and analysis to projects, scenarios, and investment opportunities.
The core idea remains unchanged: the city should not merely collect statistics, but continuously answer the question:
Is Chișinău moving closer to its 2050 goals, or is it beginning to move away from them?
Now, three additional questions are added:
What will happen if a specific project is implemented?
What is being planned or built, and where?
Where is the city offering opportunities for investment?
As a result, Chișinău Pulse is gradually evolving from a dashboard into a unified digital interface for managing urban development.
1. Monitoring: Where Is the City Today?
The basic level of the system is the actual state of Chișinău.
For this purpose, the C01–C12 constitutional indices are used: compactness, 15-minute accessibility, the green network, transport, infrastructure balance, housing affordability, quality of the urban environment, climate resilience, heritage, territorial equality, economic viability, and quality of governance.
For each indicator, the system establishes not only a final target for 2050, but also an intermediate trajectory:
2026 → 2030 → 2040 → 2050.
This makes it possible to see not just the current value, but also the direction in which the city is moving.
The demonstrator already includes several real GIS-based baseline indicators:
- C02 — 15-minute accessibility;
- C03.2 — access to green areas;
- C10 — the gap between city sectors;
- C01 — a spatial urban footprint baseline;
- the start of C12 measurement — quality of governance.
An important principle is that the system is gradually replacing illustrative values with real data wherever reliable calculations are already possible.
2. Simulator: What Happens If a Project Is Implemented?
Today, the separate Simulator module was also further developed.
Its purpose is not to describe the existing city, but to model possible futures.
The pilot case is the “Eastern City” territory. A real GIS boundary of approximately 649 hectares has been connected to the simulator.
The project parameters can include:
- population;
- housing floor area;
- jobs;
- schools;
- kindergartens;
- public green space;
- streets;
- public transport.
The system can then demonstrate the possible impact of the project on urban indicators.
For the demonstration, three variants of the same project were prepared.
Variant 1 — Conflict Scenario
A large amount of housing and population is introduced without a corresponding level of jobs, schools, green space, and public transport.
Result:
CONFLICT.
This scenario demonstrates that a large volume of construction does not automatically mean positive urban development.
Variant 2 — Balanced Scenario
More social infrastructure, jobs, green areas, and public transport are introduced.
Some indicators improve.
Result:
PARTIAL IMPROVEMENT.
Variant 3 — Optimized Scenario
The project parameters are no longer selected according to the maximum possible construction volume. Instead, they are adjusted according to how strongly the project helps the city move toward its 2050 goals.
Result:
OPTIMIZED.
This creates a new working logic:
project → scenario → indicator change → comparison → project adjustment.
The Simulator is deliberately separated from factual monitoring. All values used in it are clearly marked as demonstration scenarios and are not presented as real forecasts.
3. Chișinău Pulse 3.0
What Is Being Planned and Built — and Where
The next new module is the “Projects · 3.0” tab.
This is no longer just an analytical tool. It is the beginning of a future public map of Chișinău’s development.
The idea is simple:
a resident should be able to open the map and see:
what is being designed, what is under review, what has been approved, what is under construction, and what has already been completed.
A unified project-stage system has therefore been introduced:
- unconfirmed;
- design;
- review / approval process;
- approved;
- under construction;
- completed;
- suspended.
Each stage has its own color.
At the same time, an important rule applies:
if the project stage or project geometry has not been confirmed by a verifiable source, the system must not invent it.
For this reason, some projects can appear in the registry without an artificial point on the map.
The First Projects in the Registry
The module already contains an initial set of real projects.
Among them:
Eastern City
— a pilot territory with a confirmed GIS boundary.
Extension and modernization of Industrială Street
— a project covering approximately 4.2 km.
Deșeuri Solide Chișinău
— modernization of the municipal solid-waste management system.
Rehabilitation of the Bîc River and flood protection.
Energy efficiency improvements for kindergartens.
Rehabilitation of Mircea cel Bătrân, Industrială, and Mesager streets.
Rehabilitation of Ștefan cel Mare și Sfânt Street in Bubuieci.
The project cards already work as selectors.
When a project is selected, the map moves to the corresponding territory or location.
If exact geometry is unavailable, the system states explicitly:
“geometry has not yet been confirmed.”
This is an important distinction from many public maps, where approximate points eventually begin to be perceived as official information.
4. Chișinău Pulse 4.0
Where the City Offers Investment Opportunities
Another new module is “Investments · 4.0.”
Its logic is different.
If 3.0 answers the question:
What is already being planned and built?
then 4.0 answers:
Where is the city offering an investor the opportunity to enter a project?
In practice, this is the beginning of a unified municipal investment map.
The pilot version already includes investment profiles published by the municipal investment platform.
Among them:
- Teleferic;
- Business Incubator ALFA;
- the property at Alecu Russo 57;
- the former school at Uzinelor 105;
- the property at Voluntarilor 6;
- the PUZ territory on Mircea cel Bătrîn;
- the municipal parking system;
- the electronic ticketing system.
Where coordinates are officially available, the map automatically moves to the corresponding location.
For citywide opportunities — such as electronic ticketing — no artificial location is created.
This reflects one of the core principles of the whole platform:
it is better to show transparently that precise data is unavailable than to create an attractive but inaccurate map.
5. A Unified System Is Beginning to Take Shape
After today’s changes, the structure of Chișinău Pulse is becoming much clearer.
It can now be divided into four main levels.
1.0 — Monitor
What is happening to the city right now?
Factual indicators and comparison with the 2050 trajectory.
2.0 — Simulator
What will happen if this project is implemented?
Scenario testing and the project’s potential impact on urban indicators.
3.0 — Projects
What is being planned and built, and where?
A public map of ongoing urban development.
4.0 — Investments
Where are the opportunities for investment?
A public catalogue of territories and projects in which private capital may participate.
6. The Most Important Change — The Levels Can Be Connected
The most important development is not simply the appearance of new tabs.
A unified logic is beginning to emerge:
city → project → scenario → impact → decision → investment → implementation → new state of the city.
For example, in the future a user could open a project in section 3.0 and immediately see:
- where it is located;
- what stage it has reached;
- what parameters it has;
- which indicators it affects;
- whether investment is needed;
- whether it is aligned with the 2050 goals.
An investor, in turn, could open an opportunity in section 4.0 and see:
- where it is located;
- why the city is offering this opportunity;
- which urban program it belongs to;
- what infrastructure effects it may generate;
- how it may contribute to achieving the 2050 goals.
7. From a Digital Map to a Digital Management Model
As a result, Chișinău Pulse is gradually moving beyond the limits of a conventional urban dashboard.
It is beginning to combine five types of information:
the actual state of the city;
long-term goals;
real projects;
future scenarios;
investment opportunities.
It is this connection that makes it possible to move from a static planning model to an adaptive one.
A General Urban Plan or another strategic document usually captures a particular vision of the future at a specific moment in time.
But the city changes every day.
New projects appear. Investments arrive. New data becomes available. Infrastructure constraints change. Population, transport, and economic conditions evolve.
That is why a permanent digital layer is needed between strategy and reality.
This is the role that Chișinău Pulse can perform.
It does not replace the General Urban Plan, individual projects, or decisions of the Municipal Council.
Instead, it creates a permanent feedback mechanism between them.
8. What Can Already Be Demonstrated
Today’s version already allows for a short and fairly convincing presentation.
The demonstration can begin with the question:
“Where is the city today in relation to its 2050 goals?”
C02, C03, and the territorial gap C10 can be shown.
Then the presentation can move to the Simulator and demonstrate one project in three variants:
CONFLICT → PARTIAL IMPROVEMENT → OPTIMIZED.
After that, “Projects · 3.0” can be opened to demonstrate that the platform is already able to work not only with abstract indicators, but also with real urban projects.
Finally, the demonstration can conclude with “Investments · 4.0,” where real municipal investment opportunities are visible.
The entire presentation can be reduced to one simple story:
First, we see the current state of the city.
Then, we see what is being planned and developed.
Next, we can test what a project may do to the city.
And finally, we can see where the city is offering investment opportunities to help make development happen.
Chișinău Pulse
Today’s result can already be summarized in one concise statement:
Chișinău Pulse is a digital system that connects the city’s strategic goals, real data, projects, development scenarios, and investment opportunities within a single spatial interface.
Its central question is gradually becoming broader.
At first, it was:
“Are we closer to the city of 2050 today, or farther away from it?”
Now another question is added:
“Which decisions are changing that direction today — and what will happen if we implement them?”
This is the direction in which the system can continue to develop.
