Most people do not read documents, but they remember short, clear formulas.
5 points is a format that can be memorized by a schoolchild, a pensioner, a driver, a student, a mayor and a minister.
If a strategy does not fit in people’s minds — it will never become reality.
👥 2. A strategy must be understood by every resident
Citizens should not have to guess where the city is going.
A strategy must allow any person to say:
“I know what Chișinău is doing.
I understand what is changing and why.
I can explain it to others.”
If it cannot be explained in 30 seconds — then it is not a strategy, it is just text.
🧭 3. 5 points = the compass for every decision
Every administration, investor and architect must have one filter:
Does this project align with one of the 5 points?
If not — it is not needed.
For this filter to work, the points must be simple, clear and socially accepted, not hidden inside a PDF.
🧱 4. Thick documents do not protect a city — people do
If the strategy is understood by residents,
they can ask the authorities:
“Why are you doing this if the strategy says otherwise?”
A publicly understandable strategy = a mechanism of democratic control.
🔁 5. It must outlive political changes
Chișinău is a city where governments change often.
Thick documents end up in an archive —
but five clear principles known by everyone can live 10, 20, 50 years.

🟦 Chișinău’s strategy — in 5 points
1️⃣ A city for people, not for cars
The load on roads and parking is five times the designed capacity,
and this cannot be fixed by widening streets.
The only solution is creating new mobility capacity:
light metro on railway infrastructure, BRT corridors, interceptor hubs,
the model: “leave the car at the edge — enter the city as a human.”
2️⃣ A Metropolis, not merely a city — creating the Chișinău–Iași Dipolis
Chișinău must be seen at the scale of an agglomeration, not an administrative line.
By building an electrified narrow-gauge railway at 160 km/h in the coming years,
we must create a Chișinău–Iași Dipolis —
two capitals of knowledge and economy, connected by a 50-minute rail corridor.
This is the new geography of the country, where Chișinău becomes part of the European space.
3️⃣ Create a new authority of metropolitan governance based on DAUF
A Metropolitan Development Authority is required —
managing data, development scenarios, transport, zoning and investments through the digital system DAUF —
a city that learns and adjusts constantly, not once every 20 years.
4️⃣ Save the old center — by building a new one and relocating power there
For the historic center to survive, it must be relieved of pressure.
The solution: build a new metropolitan center
(node: rail express × BRT × campuses × business)
and move government and City Hall functions there —
turning them from “load” into magnets of development.
5️⃣ Save the Bîc River — on the verge of drying and disappearing
This is not beautification — it is a matter of existence: water is leaving.
Goal: restore water flow, clean the river, protect slopes, create a green valley,
and return the river as the climatic and social axis of the Metropolis.
🟡 Strategy formula
We preserve. We create. We return water. We manage.
Chișinău — a Metropolis, a city for people, and part of the Iași–Chișinău Dipolis.
Our plan is five simple things:
the city must be for people, not for cars;
we become a Metropolis, connected to suburbs and Iași;
we create a new way of managing development;
we save the old center by building a new one;
we save the Bîc River — so the city remains alive.
That is the strategy everyone can understand.
