Following the Chișinău 2040 Conference,
it became clear that the city stands at a turning point.

The old model must be replaced.

This is not a plan.
This is a Constitution.

2. Master Plan as Constitution

As defined by Viorel Bostan:

A master plan is not a forecast.
It is the fundamental law of the city.

3. Water as existence

As emphasized by Illya Azaroff:

A city cannot exist without water.

The Bîc River is the structural axis of Chișinău.

Sewer + River = one system

The future depends on restoring it.

Metropolis = 30–60 km
