TOWARDS A NEW URBAN PLANNING SYSTEM FOR CHIȘINĂU
From a Static General Urban Plan to a Resilient Framework for Managing Urban Development
1. The Challenge
The conventional General Urban Plan (PUG) is designed to describe the future state of a city over a long planning horizon.
The process typically begins with the collection of baseline data. This is followed by one or two years of studies, modelling and plan preparation, and then by a further period of technical review, public consultation, inter-institutional coordination and formal approval.
By the time the plan enters into force, part of the information on which it was based may already be three or four years old.
The city, however, does not stop evolving while the plan is being prepared.
Construction continues. Detailed urban plans are approved. Travel patterns change. New investment projects emerge. Infrastructure networks are upgraded. Mobility plans and other sectoral strategies are prepared in parallel.
This creates a fundamental planning problem:
the city evolves faster than the document intended to guide its future can be prepared and approved.
The answer is not simply to update the PUG more frequently.
A more effective approach is to reconsider what a long-term General Urban Plan should contain in the first place.
Long-term planning documents should focus on what must remain stable, while rapidly changing decisions should be addressed through instruments that can be updated more frequently.
2. A Four-Level Planning System
The proposed model separates urban planning into four levels, each operating at a different time scale.
The basic principle is straightforward:
the faster a planning issue changes, the lower the level at which the corresponding decision should be made.
Conversely, the long-term PUG should concentrate on decisions that should remain valid despite changes in technology, investment cycles or short-term political priorities.
3. Level 1 — Chișinău Development Charter
The first level establishes the long-term public values and development principles of the city.
It answers the question:
What kind of city should Chișinău become?
The Charter could contain a limited number of principles, such as:
equitable access to essential urban services;
development only where adequate transport, social and utility infrastructure can be provided;
protection of green and blue systems;
recognition of cultural heritage as a strategic urban asset;
coordinated development of Chișinău and its surrounding settlements;
preservation of land and infrastructure reserves for future generations;
assessment of major developments in terms of their public benefit;
urban decision-making based on reliable, current and openly accessible data.
This level should be highly stable and could extend beyond the formal 2040 planning horizon, potentially to 2050 or beyond.
It should also be the principal level at which broad public consensus is established.
4. Level 2 — Strategic Spatial Framework / PUG
The second level defines the long-term spatial structure that must be protected.
It answers the question:
What must be safeguarded today so that the city retains meaningful development choices in the future?
The Strategic Spatial Framework would define:
the green-blue network;
the Bîc River corridor and other water systems;
historic and protected areas;
the hierarchy of major urban and metropolitan centres;
strategic mobility and infrastructure corridors;
territorial reserves;
major transformation areas;
areas subject to long-term development constraints;
locations where subsequent detailed planning or masterplanning is required.
The PUG should avoid prescribing a specific technological solution where the long-term requirement is simply to preserve capacity and choice.
For example, instead of stating:
“A BRT line will operate here by 2040,”
the PUG would establish:
“This corridor is reserved for strategic public transport.”
Similarly, instead of defining today the exact population and layout of a future district, it may simply protect the territory as a:
strategic development reserve.
The core principle is:
The General Urban Plan should not attempt to design the distant future in detail. It should ensure that the city does not lose the ability to shape that future.
A limited regulatory component should remain in place to give legal protection to strategic corridors, reserves, natural systems, heritage areas and other essential spatial assets.
5. Level 3 — Sectoral and Area-Based Programmes
Sectoral strategies should not be embedded permanently within one oversized General Urban Plan.
They should operate as independent planning instruments with their own update cycles.
These may include:
the Sustainable Urban Mobility Plan;
the Bîc River Programme;
the Green Infrastructure Plan;
the Housing Strategy;
the Water and Sewerage Strategy;
the Energy Strategy;
the Historic Centre Management Plan;
the Climate Resilience Plan;
the Metropolitan Development Programme;
area-based regeneration and development programmes.
Each programme should have its own evidence base, professional team, budget, implementation mechanisms and monitoring framework.
The Sustainable Urban Mobility Plan should evolve when mobility conditions change.
Infrastructure programmes should respond to changes in demand and technology.
Area-based plans should be prepared when there is a real need and sufficient information to make decisions.
All such programmes should be tested against two questions:
Do they contribute to the long-term development objectives of the city?
Do they respect the Strategic Spatial Framework?
This removes the unproductive question of whether the PUG or the mobility plan is “more important”.
They serve different purposes and operate at different levels.
6. Level 4 — Projects
The fourth level consists of concrete interventions.
Examples include:
roads;
BRT infrastructure;
parks;
schools;
bridges;
wastewater treatment facilities;
residential developments;
rehabilitation of sections of the Bîc River;
transport hubs;
brownfield redevelopment;
new neighbourhoods or urban centres.
Projects should be assessed through a clear hierarchy:
Development Charter
↓
Strategic Spatial Framework
↓
Sectoral or Area-Based Programme
↓
Individual Project
The lower the level, the greater the capacity for rapid adaptation.
7. Chișinău Urban Observatory — A Parallel Monitoring System
The municipal GIS, indicators and public dashboard should not become a fifth planning level and should not be embedded directly within the PUG.
They should form a separate, permanent municipal institution or programme:
Chișinău Urban Observatory
Its role is not to plan the city, but to provide a continuous and objective understanding of how the city is changing.
Its central question is:
Are current programmes, investments and projects actually moving Chișinău towards its agreed long-term objectives?
The Urban Observatory could integrate:
municipal GIS;
continuously updated urban datasets;
key performance indicators;
a public dashboard;
a register of major projects;
monitoring of sectoral programmes;
periodic analytical reports.
The dashboard should function as a diagnostic tool, not as a mechanism that automatically triggers amendments to the PUG.
If a specific project underperforms, the response belongs at Level 4.
If a sectoral programme consistently fails to achieve its objectives, it should be reviewed at Level 3.
If multiple programmes encounter the same structural spatial constraint, Level 2 may need to be reconsidered.
Level 1 should be revisited only when the community fundamentally changes its long-term development priorities.
8. A Shared Urban Information Environment
A major weakness of conventional planning is fragmentation of information.
Different institutions and project teams may work with different datasets, different assumptions and different dates of reference.
Transport planners may use one dataset, utility operators another, PUG consultants a third, while neighbouring municipalities may rely on entirely different information.
The problem is therefore not simply a shortage of data.
It is the absence of a shared and continuously maintained urban information environment.
The Urban Observatory should maintain current information on:
the existing built environment;
cadastral data;
building permits;
approved detailed plans;
population;
mobility and transport;
utility networks;
green infrastructure;
municipal investments;
national infrastructure projects;
development projects in surrounding municipalities;
environmental constraints;
strategic territorial reserves.
This shared information base would allow multiple plans and projects to be developed simultaneously without each team creating its own isolated version of the city.
9. Addressing the Obsolescence of Long-Term Plans
Under the conventional approach:
baseline data → preparation → review and approval → adoption.
Several years may pass between the collection of evidence and formal adoption.
The proposed model addresses this problem not by attempting to update the entire PUG continuously, but by ensuring that rapidly changing decisions are not permanently embedded within it.
If transport technology changes, the mobility plan can change.
If infrastructure demand changes, the relevant sectoral programme can be updated.
If a new investment proposal emerges, it can be assessed against Levels 1 and 2.
If broader urban conditions change, the Urban Observatory records and analyses those changes.
Meanwhile, strategic corridors, natural systems, heritage assets and territorial reserves remain protected.
The long-term plan therefore becomes substantially more resilient to the passage of time.
10. Implications for the Urban Planning and Construction Code
The current Urban Planning and Construction Code treats the PUG as a comprehensive planning instrument.
Implementation of the proposed model would require several targeted changes.
1. Redefine the role of the PUG
The PUG should primarily be recognised as a:
long-term strategic and spatial-structural planning instrument.
Its core role should be to safeguard the spatial conditions required for sustainable development.
2. Legally distinguish sectoral plans from the PUG
Sectoral and thematic programmes should be allowed to be prepared, approved and updated independently, provided they remain consistent with the Development Charter and Strategic Spatial Framework.
3. Retain a focused regulatory component
The regulatory component should remain legally binding where necessary to protect:
strategic corridors;
natural systems;
heritage areas;
territorial reserves;
restricted areas;
locations requiring further detailed planning.
11. Implications for the Existing Terms of Reference
The technical studies already required under the current PUG process remain necessary.
What should change is their purpose.
They should no longer be expected to define detailed sectoral solutions for 2040.
Instead, they should identify the long-term spatial requirements that need to be protected.
For example, a transport study should not permanently prescribe the public transport technology that Chișinău must use in 2040.
It should identify:
long-term mobility corridors;
strategic interchanges;
areas where transport capacity must be preserved.
The principal PUG deliverables would therefore become:
1. Development Charter / Vision
2. Strategic Spatial Framework
3. Framework Regulation
Detailed sectoral solutions would subsequently be developed through Level 3 instruments.
The GIS outputs of the PUG should feed into a permanent municipal information system rather than remaining associated only with the consultant’s contract.
12. Implications for the Current Chișinău 2040 PUG Concept
The existing preliminary Concept does not need to be discarded.
Much of its content can be retained, but reorganised according to the four-level structure.
Level 1 should retain:
the Vision;
long-term objectives;
core development principles.
Level 2 should retain:
the spatial structure;
green-blue framework;
major mobility corridors;
system of centres;
strategic reserves;
heritage areas;
transformation areas;
spatial constraints.
Level 3 should absorb:
specific transport solutions;
BRT proposals;
Park & Ride measures;
sectoral infrastructure programmes;
thematic implementation measures.
Level 4 should contain:
specific infrastructure and investment projects.
The KPI system, GIS and continuous monitoring framework should be organised separately through the Chișinău Urban Observatory.

14. Conclusion
The proposal goes beyond a technical amendment to the Chișinău 2040 General Urban Plan.
It suggests a transition towards:
A NEW URBAN PLANNING SYSTEM FOR CHIȘINĂU
In this system, the General Urban Plan no longer attempts to predict in detail what the city will look like in 15 or 20 years.
Its role is more fundamental:
to establish long-term public objectives and protect the spatial opportunities required to achieve them.
Sectoral programmes determine the most appropriate solutions under current conditions.
Projects translate those programmes into action.
The Urban Observatory provides continuous evidence on whether the city is actually moving in the intended direction.
The adaptive element therefore lies not in constantly rewriting the General Urban Plan, but in the planning system as a whole.
The objective is not to make the PUG move faster than the city. It is to stop asking the PUG to regulate decisions that inevitably change faster than the PUG itself.
